Grey assisted BREC by assessing traffic volumes, crash data, and speed along Dijon Drive from Ward's Creek Trail to Perkins Road. This segment 12 is a high-priority link within City-Parish Right-of-Way in the overall Health Loop. Recommendations were provided to the City-Parish and MOVEBR Project Management Team for inclusion in the Hennessy-Perkins Connector project.

Developments along the street are under construction and parking demand is anticipated to increase. By reallocating limited Right-of-Way space, eliminating unnecessary pavement, the Town proposes to provide wide sidewalks and/or shared use paths, angled on-street parking, and green infrastructure to filter hydrocarbons from the stormwater runoff before reentering the ecosystem.

The overall goal of the pavement management plan is to prioritize reconstructions, repairs, and preventive treatments of all locally owned roads in Central. As local funding permits, the City of Central will be able to transition its current reactive repairing approach to a proactive preventive maintenance program. This plan recommends a prioritized network of bicycling and walking facilities across the entire Parish of East Baton Rouge, with a focus on connectivity and safety. The plan was unanimously adopted by the City Council and implementation is on-going. BREC is leading an update to the EBR Bicycle and Pedestrian Master Plan and Grey serves on the update committee.

Before starting Grey, Ms. Renard developed the typical cross sections in the Design Guidelines that serve as a starting point for all MOVEBR projects.

This project proposes roadway enhancements within the existing Right-of-Way including drainage improvements, pedestrian and bicyclist accommodations, and green infrastructure. Scenic Highway is also US 61 and has 2 travel lanes in each direction, numerous median openings, non-ADA compliant sidewalks, and unplanned signed transit stops along both sides. Scenic Highway also serves as a hurricane evacuation route and an Illinois Central railroad crossing is located at the intersection of Swan Avenue. On the south end of the project limits, Harding Boulevard is a direct access route to I-110 and is also a principal arterial connecting Southern University and Scotlandville to downtown Baton Rouge. Redevelopment along Scenic Highway within the project limits and immediately south of Harding are starting to include higher density and mixed uses, creating a more pedestrian-scale and transit-oriented environment. A design study is currently underway.

Property values have significantly increased in the area due to revitalization and redevelopment and landscaping has been installed to green up the street! Before starting Grey, Ms. Renard initiated this project while at the Louisiana Department of Transportation and Development in 2010 as a safety improvement because "road diets" are proven safety countermeasures. They remove left turning vehicles from through lanes and decrease pedestrian crossing distances.
